These Terms & Conditions are governed exclusively by the laws of the Republic of the Philippines. All disputes are subject to the jurisdiction of Philippine courts and, where applicable, the dispute resolution mechanisms of PAGCOR as the licensing authority for 28ph.
Important Notice: By accessing or using the 28ph platform in any capacity — including browsing without a registered account — you acknowledge that you have read, understood, and agreed to be bound by these Terms & Conditions in their entirety. If you do not agree, you must immediately discontinue use of the platform.

These Terms & Conditions, together with the 28ph Privacy Policy, Responsible Gaming Policy, and any specific rules applicable to individual games or promotions (collectively, "the Agreement"), constitute the entire agreement between you and 28ph with respect to your use of the platform.
By completing the registration process, clicking any acceptance checkbox, or by continuing to use the 28ph platform after any amendment to these terms has been published, you confirm your unconditional acceptance of the Agreement in full.
If you are accessing the platform on behalf of another person, you represent that you have the authority to bind that person to these terms, and references to "you" throughout this Agreement shall apply to both you personally and to that person.

To be eligible to register and use the 28ph platform, you must satisfy all of the following requirements at all times:
28ph reserves the right to request documentary evidence of eligibility at any time. Providing false information regarding eligibility, including misrepresenting your age, constitutes a material breach of this Agreement and will result in immediate account suspension and forfeiture of any balance, subject to applicable legal requirements.
To open a 28ph account, you must provide accurate, complete, and current information including your legal full name, date of birth, Philippine mobile number, and email address. You are required to maintain the accuracy of this information throughout the duration of your account. Notify 28ph promptly if any registered details change.
Each individual may hold only one (1) registered account on the 28ph platform. Creating duplicate or multiple accounts — whether using different email addresses, mobile numbers, payment methods, or device identifiers — constitutes a breach of these terms. 28ph reserves the right to close all associated accounts and void any related balances or winnings upon detection of multiple accounts.
You are solely responsible for maintaining the confidentiality of your login credentials. You must not share your username, password, or OTP with any other person under any circumstances. 28ph will never contact you to request your password or OTP via SMS, email, or social media. Any activity conducted through your account using your correct login credentials will be treated as having been carried out by you, and you shall bear full responsibility for all resulting transactions.
Before processing your first withdrawal, 28ph is required under PAGCOR regulations and the Anti-Money Laundering Act (AMLA) to complete a Know Your Customer (KYC) verification of your identity and age. You will be required to submit a clear copy of a valid Philippine government-issued photo identification document, which may include a Philippine Passport, Driver's License, PhilSys National ID, SSS ID, GSIS ID, or Voter's ID. Additional documentation may be requested at 28ph's discretion as part of enhanced due diligence procedures.
28ph accepts deposits and processes withdrawals via the following Philippine payment channels: GCash, PayMaya, Bank of the Philippine Islands (BPI), Banco de Oro (BDO), Metrobank, and UnionBank. All transactions are conducted in Philippine Peso (PHP). 28ph does not accept deposits from or process withdrawals to payment accounts held in the name of any person other than the registered account holder.
Deposits are credited to your 28ph wallet balance upon confirmation by the relevant payment provider. 28ph is not responsible for delays caused by the payment provider's processing times. Minimum deposit amounts are as published on the platform and may vary by payment method. 28ph reserves the right to set maximum deposit limits and to request source-of-funds documentation for large deposits as required by AMLA compliance obligations.
Withdrawals may only be processed to a payment account registered in your name and verified under the applicable KYC procedures. 28ph will not process withdrawals to third-party accounts. Withdrawal requests are processed within the timeframes published on the platform, which may vary by payment method. 28ph reserves the right to delay withdrawal processing pending satisfactory completion of identity verification, source-of-funds review, or other compliance checks required under Philippine law.
Bonus credits and winnings derived from bonus credits are subject to applicable wagering requirements before becoming eligible for withdrawal. The specific wagering requirements, eligible games, contribution rates, and expiry periods applicable to each promotion are set out in the terms of that promotion. Failure to satisfy wagering requirements prior to withdrawal will result in the deduction of bonus funds and any associated winnings from the withdrawal amount.
28ph offers various bonuses, promotional credits, free spins, and other incentives to eligible players from time to time. All bonuses are subject to the general terms set out herein and to the specific terms applicable to each individual promotion, which are published on the platform at the time the promotion is offered.

Bonuses are not transferable between accounts and may not be exchanged for cash without completion of applicable wagering requirements. Multiple accounts may not be used to claim the same promotion.
All games available on the 28ph platform are operated in accordance with rules published by the relevant game provider and, where applicable, by 28ph. You are responsible for reading and understanding the applicable game rules before placing any wager.
28ph uses certified Random Number Generator (RNG) technology for all software-based casino games. Live dealer games are operated by third-party studio providers whose systems and procedures are independently audited. The theoretical Return to Player (RTP) percentages applicable to each game are those certified by the relevant testing laboratory for the specific game version deployed on the 28ph platform.
In the event of a discrepancy between the result displayed on your device and the result recorded on 28ph's servers, the server record shall prevail. Technical malfunctions, including but not limited to server errors, connectivity interruptions, or display errors, void all affected bets and result in a refund of the wagered amount to your balance. 28ph is not liable for losses arising from your failure to maintain a stable internet connection during play.
28ph reserves the right to void bets placed at odds that were published in error, bets placed on outcomes that were already determined at the time of placement, or bets placed during a technical error in the game system. Any amounts credited to your balance as a result of an erroneous payout are considered to have been credited in error and remain the property of 28ph, subject to clawback.
The following conduct is strictly prohibited on the 28ph platform and constitutes a material breach of these Terms & Conditions:
Upon detection of prohibited conduct, 28ph reserves the right to immediately suspend or permanently close the offending account, void all associated bets and bonuses, withhold any balance pending investigation, and report the matter to PAGCOR and, where required, to the Anti-Money Laundering Council and other relevant Philippine authorities.
All content on the 28ph platform — including but not limited to software, game content, graphics, text, logos, trademarks, and the 28ph brand identity — is the property of 28ph or its licensed third-party game and content providers and is protected by applicable intellectual property laws of the Philippines and international conventions.
You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the platform solely for personal recreational purposes in accordance with these terms. This licence does not include any right to: copy, reproduce, or redistribute platform content; reverse engineer or decompile any software; remove or alter any copyright or trademark notice; or create derivative works based on platform content.
Any unauthorised use of 28ph's intellectual property is a breach of these terms and may constitute an infringement of applicable law, for which 28ph reserves the right to seek all available remedies.
28ph collects, processes, and stores your personal information in accordance with the Philippine Data Privacy Act (Republic Act No. 10173) and its Implementing Rules and Regulations, as administered by the National Privacy Commission. By registering on 28ph, you consent to the collection and processing of your personal information for the purposes of account management, identity verification, regulatory compliance, fraud prevention, anti-money laundering reporting, and service improvement. You also consent to 28ph sharing your information with PAGCOR, the AMLC, and other Philippine regulatory authorities where required by law.
You have the right to access, correct, and (subject to legal obligations) request deletion of your personal data held by 28ph, in accordance with the rights granted to data subjects under RA 10173. To exercise these rights, please contact our support team through the contact details provided in Section 16.

Age Restriction: Online gaming through 28ph is strictly prohibited for individuals under 21 years of age. This restriction is mandatory under PAGCOR regulations and Philippine law. Any attempt by a minor to register or play on 28ph will result in immediate account closure and may be reported to the relevant authorities.
To the maximum extent permitted by Philippine law, 28ph and its directors, officers, employees, and agents shall not be liable to you for any loss or damage — whether direct, indirect, incidental, consequential, or otherwise — arising from or in connection with:
Nothing in these terms shall exclude or limit 28ph's liability for fraud, fraudulent misrepresentation, or any liability that cannot be excluded by law. In all other cases, 28ph's total aggregate liability to you shall not exceed the amount of your account balance at the time the claim arises.
28ph reserves the right to suspend, restrict, or permanently close your account at any time, without prior notice, in the following circumstances:
You may close your account at any time by contacting 28ph support. Upon voluntary account closure, any verified real-money balance remaining in your account (after deduction of applicable bonus funds that have not met wagering requirements) will be paid out to your verified payment account within a reasonable period, subject to completion of any outstanding compliance checks.
28ph reserves the right to amend, update, or replace these Terms & Conditions at any time. Notice of material changes will be provided to registered players by email to the address on file, by notice displayed prominently on the 28ph platform, or both. The updated terms will specify their effective date.
Your continued use of the 28ph platform after the effective date of any amendment constitutes your acceptance of the revised terms. If you do not accept the amended terms, you must stop using the platform and may request account closure in accordance with Section 13. 28ph will not apply amended terms retroactively to completed transactions.

These Terms & Conditions and all matters arising from or related to your use of the 28ph platform are governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law principles.
Any dispute, claim, or controversy arising out of or relating to these terms or your use of the platform that cannot be resolved informally through 28ph's internal complaint resolution process shall be subject to the exclusive jurisdiction of the competent courts of the Philippines. Where the matter falls within PAGCOR's jurisdiction as the licensing authority, the applicable PAGCOR dispute resolution process shall be exhausted before judicial proceedings are initiated.
